George, You are right on point with response to disasters. There will always be immediate response from locals for the first few days of most disasters. It is very necessary for short term help. Beyond that when help is needed to go to the next level of assistance it requires a coordinated effort to bring in help . For example when Katrina happened everyone wanted to go to New Orleans. For nearly a year it was best for teams to be assigned to the coast of the Gulf by counties with different counties assigned to Baptist Conventions with organized Disaster Relief Ministries.
